STEP 2: Consult and Research
With the active engagement of the GBV sub-cluster/sector (where they are present), work with partners to identify any existing referral networks or existing written referral pathways in the main project implementation locations to:
a. Ensure that all services, locations and contact information, opening hours, etc. included in existing referral pathways are accurate.
b. Based on the outcomes of the above, update referral pathways to ensure the most up-to-date information is included and disseminate widely across agency and partner staff, other humanitarian agencies (including non-GBV specialized sectors), key government actors, community networks and volunteers working in the main project implementation location, in line with GBV Minimum Standard 7 on referral systems.
c. Where a formal referral pathway does not exist and/or where GBV-specialized actors are not present, begin to collect information on other actors who may be able to support survivors in more general ways, following the “information sheet” contained in the original written GBV Pocket Guide.
Work closely with the partner to form a Community Advisory Board. This board should serve as in-country review committee and should include, in addition to members of the WRO/WLO partner itself, members of the most local version of GBV and Child Protection sub-clusters/sectors (i.e.: sub-national cluster representatives), locally-based staff of the national Gender and/or other relevant ministries, representatives of key other humanitarian response sectors, and a range of other local actors representing common GBV disclosure channels (per findings from the above identification of disclosure channels).
Key roles of the Community Advisory Board are anticipated to be: 1) to review the draft version of the PG and provide feedback and inputs; 2) promote the final version of the PG among the cluster/sector partners and other key actors; 3) advocate to secure funds for additional partner capacity building on the PG; and 4) advocate for the prioritization of GBV in annual cluster needs assessments, response strategies and workplans. The Community Advisory Board will play a key role in ensuring that the final product (that is, the visual version of the GBV Pocket Guide and mobile app) are as contextually and culturally relevant as possible. The Boards will help the broader project team to ensure that the voices of the end users are consistently reflected in the design of the products, making the products as relevant, user-friendly and ultimately as effective as possible.
Host one or a few focus group discussions to better understand the context, learning styles and preferences, behaviors, attitudes, and practices related to responding to GBV disclosures, safety concerns, cultural habits or sensitivities, sensitivities around visuals, and digital literacy and access to technology in communities (if you plan to also develop a mobile app version of the new visual content).
