First things first: What is GBV risk mitigation? 

GBV risk mitigation comprises a range of activities within humanitarian response that aim to first identify GBV risks and then take specific actions to reduce those risks. All humanitarian actors, regardless of mandate or sector, have a responsibility to mitigate GBV risks in their work, keeping with the centrality of Protection and principle of Do No Harm. 

Why should GBV risk mitigation be integrated throughout the HPC? 

GBV risk mitigation is important because it ensures safe and equitable access to humanitarian programming for women, girls, and other vulnerable groups, protecting them from harm. It also ensures that humanitarian interventions do not inadvertently increase their risk of violence or exploitation. By fully and appropriately integrating GBV risk mitigation throughout the program cycle, you will also improve your overall cluster/sector-specific outcomes by addressing GBV-related challenges. 

The Humanitarian Program Cycle is not static — there are opportunities for assessing, monitoring, and analyzing risks throughout all stages of the HPC. Humanitarian actors should be consistently assessing, analyzing, doing routine monitoring, and making course corrections to reduce risk and improve safety and accessibility throughout the entirety of our program cycle. 

Throughout this page we use the word “sectors” but it is equally representative of “sectors/clusters”
