Integrating gender-based violence (GBV) risk mitigation measures across the humanitarian programming cycle is a core responsibility of all humanitarian actors. When we proactively identify and mitigate the barriers and risks that women, girls, and other at-risk groups face and when we address their specific needs and rights, we contribute to the clusters' ability to meet their core standards and targets and at the same time significantly improves the safety and resilience of crisis-affected populations.
This Humanitarian Programming Cycle (HPC) Toolkit is a compilation of the top resources that clusters can use to strengthen GBV risk mitigation throughout the HPC. It includes practical tools for essential actions and concrete examples of integration. This compilation was the result of a thorough consultative process with field cluster coordination teams.
